Special offer for vulnerable customers
The special offer is a paid service intended for any customer identified as being in a financially fragile situation. For a fee of €3 per month, the customer benefits from comprehensive banking services with capped fees and limited incident risks.
Customer Eligibility
Eligibility for the “vulnerable clientele” category is defined by the directives of the Banque de France and is based on both regulatory foundations and criteria chosen by financial institutions.
The customer may be automatically considered eligible if he or she is in one of the following situations:
- The client has submitted an over-indebtedness file;
- The customer is registered in the Personal Credit Repayment Incident File (FICP);
- The customer is registered in the Central Cheque File (FCC);
- The customer is registered for 3 consecutive months in the Banque de France file centralizing check payment incidents;
- The customer accumulates 5 payment irregularities or incidents during the same month.
For individuals not registered in the file, the eligibility criteria focus on the analysis of income and banking incidents. Sumeria defines vulnerable customer status as a person who:
- declared or received income of less than €1,400 net per month (noted on the account or on proof of income over three consecutive months);
- and paid more than €25 in payment incidents on his account and 5 anomalies* per month, and this for three months in a row.
Special Offer Contents
For €3 per month and without commitment, the customer has access to the following services:
Sumeria card services:
- The provision of a systematic authorization payment card, designed to avoid overdrafts.
- Managing an account without the possibility of a negative balance.
- The customer has the option of contacting an advisor by telephone.
Regulatory banking services ( decree of June 30, 2014 ) :
- The maintenance, closing and, where applicable, opening of the deposit account.
- The execution of 4 monthly SEPA transfers, including at least one standing order transfer.
- Execution of unlimited SEPA direct debits.
- The provision of a means of remote account consultation.
- Providing an account balance alert system.
- The provision of bank details (RIB).
- The possibility of making a change of address once a year.
Enhanced protection:
- Risky credit and investment products are restricted.
- The customer benefits from a specific cap on their banking incident fees.
Capping of incident costs
The regulations and the special offer provide for a cap on customer fees in the event of irregularities or payment incidents.
For the customer who has subscribed to the special offer:
- Intervention commissions are limited to €4 per transaction.
- The total cost of incidents of any kind is capped at €20 per month and €200 per year.
For the customer identified as vulnerable but who has not subscribed to the offer:
- The total cost of bank incidents of any kind is capped at €25 per month and €300 per year.
Subscription and termination of the offer
To ensure appropriate support, activation and termination of this offer must be carried out by an advisor.
To subscribe: If a customer believes they are eligible and have not been offered the offer, they should contact Sumeria Customer Service at contact@sumeria.eu. An advisor will review their situation and be able to activate the offer.
To cancel: The customer cannot modify or cancel this offer directly from the application. To do so, they must contact Customer Service, who will take the necessary steps.
* Anomalies do not include payment declines on completed or blocked cards.
